A near-complete official result has confirmed a deadlock in Israel's second election in five months. Benny Gantz's Blue and White party now has 33 seats in parliament, two more than Prime Minister Benjamin Netanyahu's Likud party. But Gantz would struggle to form a governing coalition with smaller parties and he says he will not agree to form a unity government with Netanyahu.
