U.S. President Donald Trump confirmed Tuesday he had told his staff to withhold about $400 million in aid to Ukraine days before a phone call with the country's leader that is at the center of a debate between Congress and the White House over a whistleblower complaint.

The revelation came as he spoke with reporters at the United Nations, when he said he ordered the aid to be withheld in an attempt to get European nations to contribute more aid.

"As far as withholding funds, those funds were paid," Trump said. "But my complaint has always been, and I'd withhold again and I'll continue to withhold until such time as Europe and other nations contribute to Ukraine."

Trump called on France and Germany to "put up money" to address "my complaint from the beginning."
