A police officer was watching a Grand Theft Auto video on YouTube in his patrol car when he rear-ended a deaf woman's SUV at nearly 70mph in a horror crash that nearly killed her.Gwinnett County Police officer Todd Ramsey, 48, had the video playing through his patrol car's computer terminal when the crash occurred on Interstate 85 in Atlanta back in April.Ramsey crashed into the back of 33-year-old Sarah Wood's SUV as she was traveling 6mph in the rush hour traffic.He was traveling at 68mph, wasn't wearing a seat belt and was dipping tobacco at the time.  Wood, who has a young daughter and a fiancee, suffered a traumatic brain injury and was put in a coma for a month following the high-speed crash. An internal police investigation has since found that Ramsey had multiple browser screens open on his computer at the time, including the Grand Theft Auto video.According to a copy of the investigation report obtained by DailyMail.com, Ramsey told a fellow officer that he had stopped at a Quik Stop nearby before the crash and had been watching videos on his computer.  He said the video was still playing in the background when he started driving again and that he had tried to close or minimize the screen. Ramsey told investigators that he then started experiencing a problem with his eye or contact and was fixing it just moments before the crash. He said he fixed the issue with his eye and rear-ended Wood's car when he looked back up.  Police bodycam video used in the investigation report showed Ramsey sitting in his car in the immediate aftermath of the crash with the airbags inflated.A fellow officer could be heard asking: 'How you holding up, boss?'Ramsey, who was disorientated and couldn't tell which car he actually hit, was also injured in the crash. Bodycam footage showed him being taken from his patrol car and placed on a stretcher before he was transported to hospital for treatment. Ramsey, who has had eight prior at-fault crashes, was only cited for following too closely in the April crash.In September, Ramsey was demoted a rank and permanently re-assigned to a desk job. He has since been prohibited from driving or operating a police vehicle for any reason. Wood, meanwhile, was put in a coma for four weeks and is still recovering from her horror injuries.   Wood suffered a traumatic brain injury in the crash and has been left unable to work as a result. She has had multiple brain surgeries as part of her recovery and her medical bills have already surpassed more than $500,000.  Wood, who was born deaf, said it is now painful for her to wear her hearing aids. Wood and her attorney Susan Witt are currently seeking a settlement from the city as a result of the crash.
