The visa on arrival for Indian citizens to Jordan has been revoked since Dec 2019. This is a very recent development and there is no information on the internet regarding this. All Indian citizens must carry a Jordanian visa before boarding their flight from India. Otherwise you would not be allowed to board. You would still get visa on arrival if you have a valid USA, UK or Schengen visa. But I would recommend to get a proper visa from embassy instead of relying on other country visas.
